When wielding more than one weapon (excluding shields) there are two factors
that affect the damage done: the type and size of weapons used. Using weapons
of similar type will potentially increase the damage. Also, if the combined
size of the weapons does not exceed your capacity to effectively wield them
(affected in turn by the number of hands and the size of your race) it is
possible to cause more damage.
