This file no longer exists, it was removed because it was inaccurate at
best, and often clearly incorrect.

This does not mean that reimbursement exists, but that there is no fixed
policy for reimbursement, and it will be handled case by case, depending on
various factors relating to the mood of the archwizards handling the case.
